Leader in addressing child abuse

James D. Luttrull Jr., Marion High School Class of 1974, longtime Grant County prosecutor and criminal justice professor at Indiana Wesleyan University, is involved in a wide variety of community and volunteer activities and organizations and has been a leader in addressing child abuse locally and nationally.
He was born in Marshall County, Indiana, and his parents, James and June Luttrull, brought their five children to Marion in 1964. Luttrull’s first job in law enforcement was in 1965 as a fourth-grade crossing guard at Horace Mann School.
He earned his bachelor’s degree from Indiana Wesleyan University in 1978 and his doctorate from the Indiana University School of Law in 1981.
After working in the Marion County (Indianapolis) Prosecutor’s Office for two years, Luttrull returned in 1983 to his hometown, where he served as a Deputy Prosecutor and Chief Deputy Prosecutor for 20 years. He was then elected Prosecuting Attorney for the 48th Judicial Circuit (Grant County), an office he has held continuously since January 2003. He also taught criminal justice courses part-time at Indiana Wesleyan University for 32 years.
He is a locally and nationally recognized expert and has lectured for the Indiana Prosecuting Attorney Council (IPAC) and Finding Words-Indiana, as well as the National District Attorneys Association’s National Center for the Prosecution of Child Abuse and National Center for the Prosecution of Violence Against Women, training prosecutors, law enforcement and child protection workers.
He was honored by the Indiana Coalition Against Domestic Violence for Outstanding Service to Victims and received Indiana Wesleyan University’s Outstanding Alumni Achievement Award.
Luttrull is a past president of the Association of Indiana Prosecuting Attorneys Inc., vice president of the Indiana Child Advocacy Centers Coalition, and a member of IPAC’s Ethics committee. He serves on the boards of GRACE (a national organization dedicated to educating and training churches to recognize and respond to the sin of child abuse), and First Light Child Advocacy Center of Grant County. He has volunteered locally for Kids Hope USA, Project Leadership, St. Martin de Porres, PAL Club, and Marion Lightning Soccer Club. He is a member of College Wesleyan Church.
Jim and Debbie, his wife and favorite stained glass artist, have three sons, three daughters-in-law, and three above-average grandchildren who make their homes in Marion, Indianapolis, and Akron, Ohio.
